Fixed a bug in the IRQ processing

Ha! Fixed myself the first found bug in qemu. do_irq() was called multiple times, which just can not happen on a real hardware.

Getting the patch accepted upstream is actually harder than fixing the bug.

Update: the patch is accepted.
